Opinion | Devendra Fadnavis: Driving Maharashtra Toward a $1 Trillion Economy

The emphatic and decisive victory of the Bharatiya Janata Party (BJP) in the recently concluded Maharashtra assembly elections marks a historic turning point for the state. With the return of Devendra Fadnavis as chief minister, the state is poised to accelerate its journey, with rapid progress and holistic development, towards a Viksit Maharashtra and a $1 trillion economy.
The election results are not just a testament to the political astuteness and resolute leadership of Fadnavis but also reflect the aspirations and confidence of the people who trust his governance model to drive meaningful change in their lives. As the state’s youngest chief minister to complete a full term in office and only the second person ever to do so, Fadnavis laid the foundation for a new Maharashtra in his first term in office from 2014 to 2019. His second full term promises to build upon that momentum with renewed vigour and vision.

Under his leadership, Maharashtra emerged as a leading investment destination, accounting for a significant share of India’s foreign direct investment (FDI). Maharashtra has been the top recipient of FDI in India for the past two years, accounting for more than 30 per cent of all inflows. His business-friendly policies, coupled with ease of doing business reforms, attracted global investors, creating employment opportunities and boosting the state’s economy. These achievements have set a strong foundation for his new term, where he can further scale up development initiatives.

His new term is expected to witness the completion and initiation of several mega infrastructure projects. Projects like the Mumbai Metro Expansion, Coastal Road Projects, Dharavi Redevelopment and the Navi Mumbai International Airport are also set to transform urban mobility and economic activity.
The Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg, one of the most ambitious projects of Fadnavis’s first term, is nearing completion. This 701-km expressway is not just a highway but an economic corridor that will connect key industrial and agricultural hubs, fostering regional development and creating a ripple effect on the state’s economy.
Fadnavis’s government is also expected to focus on boosting urban infrastructure in tier-2 and tier-3 cities, ensuring that the benefits of development are distributed equitably across Maharashtra.
Driving Maharashtra Toward a $1 Trillion Economy
Fadnavis has laid out an ambitious vision to propel Maharashtra toward becoming a $1 trillion economy by leveraging infrastructure, industry, and social development. Achieving this milestone involves targeted investments in key sectors, including:
River-Linking Projects: Damanganga-Pinjal, Par-Tapi-Narmada etc., projects aim to address drought conditions and improve water supply in Maharashtra, directly benefiting farmers and rural areas. By improving irrigation and agricultural productivity, these projects will enhance rural livelihoods and food security.
Renewable Energy Initiatives: Maharashtra aims to increase its solar energy capacity to 16,000 MW by 2025. This includes 9,000 MW for solar projects and 7,000 MW for decentralised solar capacity. This initiative will also generate employment and support Maharashtra’s transition to a green economy.
Industrial Growth and Job Creation: The government will continue to attract domestic and foreign investments by leveraging Maharashtra’s industrial competitiveness and expanding special economic zones (SEZs).
Technology and Startups: Maharashtra has the highest number of startups in India, with over 25,000 registered startups. Devendra Fadnavis plans to further boost Maharashtra’s startup ecosystem by fostering innovation hubs in cities like Pune, Mumbai, and Nagpur. Initiatives to encourage entrepreneurship and tech-driven solutions will position Maharashtra as a global innovation hub.
Agriculture and Rural Development
Fadnavis has demonstrated a deep understanding of the challenges faced by farmers. The Jalyukt Shivar Abhiyan, launched during his first tenure, aimed to make 25,000 villages drought-free by widening streams, digging nullahs and channels, connecting nullahs and channels to streams, constructing bunds and ponds for water storage, groundwater recharge and promoting water conservation techniques. This initiative not only improved water availability but also increased agricultural productivity, directly benefiting farmers.
In his new term, Fadnavis is expected to double down on agricultural reforms.
