The public accounts committee, which will decide the fate of AAP leaders over potential criminal charges based on CAG reports, will be formed in the upcoming budget session of the Delhi assembly. It will start functioning from April, said speaker Vijender Gupta on Tuesday.

Addressing the media after completion of the first assembly session on Monday (March 3), Gupta said two reports from the Comptroller and Auditor General (CAG) have been presented in the Delhi assembly – one on health and another on excise departments.

    “The PAC (public accounts committee) shall examine these reports," he said. The panel will be formed during the budget session from March 24 to 26, and will start functioning from April.

    The PAC reviews the government’s finances and is responsible for ensuring financial accountability. News18 had reported that the observations from the PAC are expected towards the end of May or the beginning of June.

    A BJP leader said if there is any need for criminal action against the previous government, it will be taken based on the committee’s report.

    The CAG’s ‘Performance Audit Report on Regulation and Supply of Liquor in Delhi’ was tabled in the House on February 25 while on February 28, the CAG report on public health infrastructure and management of health services was tabled.

    The speaker, for both the reports, has directed that the PAC should submit its report within three months while the concerned departments – excise and health – have been directed to send their action-taken note within a month.

    The first session of the eighth assembly started on February 24 and was adjourned sine die on March 3. Speaking about his role as the speaker, Gupta said he intends to run the assembly in a fair and impartial manner and in accordance with the provisions of the Constitution and the Rules of Procedure.

    “We shall do away with all the wrong practices followed during the past 10 years. Now all the sessions shall be duly prorogued. The practice of holding sessions in part for the whole year will not be followed. Special sessions will be called only in emergent and important situations. The sessions of the assembly are very important," he said.

      Gupta also said the assembly will hold ‘question hour’ in the budget session – “a practice which had been almost done away by the previous government", he said.

      Sharing his vision, he said he will consult experts to develop the Old Secretariat as a national monument and major tourist attraction. “The eVidhan project to make the assembly paperless is pending for nearly 10 years. I intend to take immediate steps to implement it and make the Delhi assembly fully computerised," he added.
