A total of 11,890 road accidents in India in 2023 and 2024 were caused by minors—16 accidents per day on average—the government informed the Rajya Sabha on Wednesday,

The ministry of road transport and highways also shared the state-wise breakdown of these mishaps. The analysis of the data shows that Tamil Nadu with 2,063 accidents tops the chart—almost three accidents per day. Madhya Pradesh (1,138) and Maharashtra (1,067) are next in line.

    In the last two calendar years, close to 1,500 challans were issued for violation of traffic rules by minors. Out of these, 1,316 were from Bihar alone, with a fine collection of Rs 44.27 lakh.

    In Chhattisgarh, 71 challans were issued for driving by underage people with a fine collection of Rs 1.30 lakh. A total of 65 challans were issued in Jammu and Kashmir with a revenue collection of Rs 1.36 lakh. With 22 such challans, Delhi and Uttarakhand were next. The revenue collection in Delhi was Rs 44,100, while in Uttarakhand it was Rs 1.05 lakh.

    “Government has developed an Integrated Road Accident Database (iRAD) system which has been rolled out in all the States/ UTs," the ministry said, listing out state-wise details of accidents caused by minors during the last two calendar years, 2023 and 2024.

    Last year, the Pune Porsche hit-and-run case took place where a teenager, reportedly under the influence of alcohol, hit two IT professionals on a motorbike with his luxury car. Both the victims died.

    Explaining the laws around minors driving vehicles, the ministry said enforcement of the provisions of the Motor Vehicles Act, 1988, lies with the states and union territories.

      “The Government has enacted the Motor Vehicles Act, 1988, wherein sufficient provisions have been given to deal with the issue of minors driving vehicles," the ministry said.

      Section 199A (Offences by Juveniles) of the Motor Vehicles Act, 1988, provides that if an offence under it has been committed by a juvenile, the guardian of the culprit or the owner of the motor vehicle would be held guilty of the contravention and liable to be proceeded against and punished accordingly, provided certain subsections.
